Javier Muñoz is an Associate Fellow of the Oxford Character Project. He studied law and Philosophy at the University of Navarra, Spain, and is a dual-qualified European lawyer and English solicitor with over two decades of experience as an in-house lawyer, regulatory compliance and business ethics practitioner in financial services.

He is currently a Director at the Financial Markets Standards Board (FMSB) and has held senior global leadership roles within major international financial institutions, most recently as Chief Compliance Officer for Santander Corporate & Investment Banking. His work has included leading complex, global culture transformation initiatives, alongside responsibilities in conduct, reputational risk and ESG. He has worked extensively at the intersection of governance, risk, ethics and organisational culture, and has developed a particular interest in the role of character-based leadership and a humanistic-centred approach to business.

Alongside his industry career, Javier is pursuing a PhD at the University of Navarra Business School, where his research examines virtue ethics, purpose, leadership, and human flourishing in financial services. His PhD is co-supervised by Edward Brooks, Executive Director of the Oxford Character Project.

Javier also serves as an Associate Professor of Business Ethics at the University of Navarra, Master’s in Banking and Financial Regulation. His work reflects a sustained interest in the relationship between character, institutional culture, human flourishing and ethical leadership in financial services and business more broadly.
